Los Angeles League of Conservation Voters Endorses Thomas Wong and Vinh Ngo for Monterey Park City Council and Vincent Chang for Monterey Park City Treasurer

LOS ANGELES (October 1, 2022)– The Los Angeles League of Conservation Voters (LALCV) – supporting pro-environment candidates throughout Los Angeles County — announced its endorsement of Thomas Wong and Vinh Ngo representing Monterey Park City Council and Vincent Chang for Monterey Park City Treasurer.


“LALCV is proud to endorse environmental leaders in Monterey Park. Thomas Wong has been an environmental and climate leader in the region for more than a decade, including his service as a local water board member and on the boards of Climate Resolve and Nature for All. He has a proven track record of addressing sustainability challenges head-on and we look forward to partnering with him to advance urgently needed climate solutions in the region as a council member. Vinh Ngo takes climate action seriously by pursuing solutions in both personal and professional settings. He has worked to reduce his own carbon footprint and volunteered to
improve his community, while pursuing a vision for a more sustainable Monterey Park. Vincent Chang is a dedicated public servant and also a co-founder of Active San Gabriel Valley. He will bring his environmental ethic to the role of City Treasurer to ensure that the city has a sustainable and resilient future,” said LALCV President Shona Ganguly.

During the pandemic, as board president of the San Gabriel Valley Municipal Water District, Thomas Wong spearheaded more than $8 million in support for local cities to continue water infrastructure and jobs investments, including $4 million in financing for Monterey Park water treatment facilities. With tremendous economic uncertainty early in the pandemic, he also directed half a million dollars to support and supplement water bill assistance programs at local cities. In his time on the water board, the district has provided millions of dollars in rebates to assist families in adopting water efficient appliances and for schools and cities to install drought friendly landscaping. Wong was a vocal supporter of LA County Measure W (2018), which is investing nearly $300 million a year to build up stormwater capture and multi-benefit infrastructure. He currently serves as Vice Chair of the Rio Hondo Watershed Area Steering Committee, which helps distribute Measure W funding annually. He also supported the San Gabriel Mountains National Monument designation and continues to champion National Recreation Area designation. He serves as board chair of Nature for All, which is leading advocacy in the region on improving access to public and natural lands, including the San Gabriel Mountains. He is a longtime board member and current board chair of Climate Resolve, which is leading climate resilience planning and advocacy work in the region. He is also a former Monterey Park Environmental Commissioner, where he advocated for the city to adopt a
Climate Action Plan and Environmentally Preferred Purchasing Policy while on the commission.

He also works at Southern California Edison, where he advances policies to tackle the climate crisis and implement a clean energy transition.

Sustainability has been one of my top priorities in public service, going back to my time as a member of the Monterey Park Environmental Commission nearly 15 years ago, and through my tenure as a water board member over the past decade. Vinh T. Ngo is committed to reducing the carbon footprint. He practices environmentally friendly actions in everyday life in the R’s in Reduce, Reuse, and Recycle. Ngo has been an advocate for the environment starting from his high school days when he founded the Help Our Planet Earth (HOPE) Club. Over the years, he has supported and volunteered with The Nature Conservancy, helped with local beach clean ups, community tree plantings, and promotes EV usage. As an elected Garvey School District Board Member, Ngo was instrumental in implementing Solar Energy programs district wide.


“I am committed to ensuring a sustainable future by reducing the carbon footprint. I will be pursing climate solutions at the local level that encourages more use of public transportation and cleaner energy resources,” said Vinh Ngo.
